The Animal Welfare Act of 1998
R.A. No. 8485 is the landmark legislation for animal protection in the Philippines.
Prohibition of Cruelty & Maltreatment
Unlawful to torture, neglect to provide sufficient care (food, shelter, etc.), or subject animals to maltreatment.
Regulation of Facilities
Requires certification of pet shops, vet clinics, zoos, etc. from the Bureau of Animal Industry (BAI).
Humane Transport
Prohibits cruel confinement or restraint during transport.
Prohibited Killing
Prohibits killing of animals, with exceptions (for food, for disease control, when animal is suffering incurably, etc.).
The Anti-Rabies Act of 2007
R.A. No. 9842 focuses on public health, but also concerns animal welfare (especially dogs).
Mandatory Vaccination
Requires pet owners to get their dogs vaccinated against rabies.
Responsible Pet Ownership
Includes providing grooming, food, shelter, and health care.
Impounding and Control of Stray Dogs
Establishes a national program for rabies prevention and control, which includes the humane impounding and disposition of unregistered and unvaccinated dogs.
